The Town of Norquay is currently operating a two cell lagoon system constructed in 1963. A lagoon upgrade has been mandated by the Ministry of Environment and the town is in the pre-design process.
Utility bills in Norquay are issued on a quarterly basis in January, April, July and October. The services in the community are not metered and therefore are a flat rate. Effective January 1, 2012 the basic residential billing for a three-month period is as follows:

Payments can be made at the Town Office during regular office hours; cash, cheque or debit or credit cards are accepted. On-line banking is available for Credit Union customers.
Persons wishing to have water connected must apply in person at the Town Office.
Utility accounts are billed in advance. Accounts shall be paid on or before the first day of the month next following the billing period or will be subject to a 5% penalty. Unpaid accounts, after the next billing date, may result in the service being disconnected. If so, service will not be turned on until all arrears have been paid along with a $50.00 re-connect fee.
